You are invited to submit a proposal related to the development of the Kilo Development Area Area 1 (KDA) located near the airport entrance.

Interested parties should download the Request for Proposals (RFP) packet and sign up for updates related to this proposal (using the form above). All details related to due dates, site tours, and proposal formats can be found in the RFP packet. Questions received via email or during the site tour and their corresponding answers will be posted below in the updates section.

Any amendments, questions/answers, or adjustments to the timeline will be sent directly to those who sign up using the form above.

Site Tour Q&A

1. Is the City planning to add additional vehicle parking, or may the developer add parking? If so, where?
The City is not currently planning to add vehicle parking in this area. The developer may propose additional parking outside the fence, subject to City approval. The location and size of any proposed parking would need to be determined and approved in advance.

2. What utilities are available? Can propane be added?
Water and wastewater utilities are available beneath the existing concrete. Fiber service is available through Astound. The installation of a propane tank may be considered during negotiations with the selected respondent, depending on the proposed location and approval by the Fire Marshal.

3. Is fire suppression required?
Fire suppression requirements are governed by the applicable fire code and will depend on the size and intended use of the hangar.

4. Are there any development incentives available?
Questions regarding potential development incentives should be directed to the Hays Caldwell Economic Development Corporation.

5. Is the developer responsible for property taxes?
Yes. The developer would be responsible for property taxes on the improvements, but not on the ground lease area itself.

6. What are the plans for construction on the remaining available property in that area?
The City is currently conducting a master stormwater drainage study. Recommendations from that study will help determine the next steps for making the remaining property available for development.

7. How far must the new hangar be from the existing hangar?
The drawing included in the attachment reflects a 10-foot separation; however, the final required separation will be determined by the applicable fire code. The developer will also be responsible for obtaining a survey of the property prior to lease execution.

8. Are there any height restrictions?
Maximum building height is subject to Airport Zoning and FAA review through the Form 7460 Obstruction Evaluation process.
