Overview
You are invited to submit a proposal related to the development of the Kilo Development Area (KDA) located near the airport entrance.
Interested parties should download the Request for Proposals (RFP) packet and sign up for updates related to this proposal (using the form above). All details related to due dates, site tours, and proposal formats can be found in the RFP packet. Questions received via email or during the site tour and their corresponding answers will be posted below in the updates section.
Any amendments, questions/answers, or adjustments to the timeline will be sent directly to those who sign up using the form above.

Site Tour Q&A
1. Does this RFP include the existing hangar?
No. This RFP is only for non-developed land. The green outline on Exhibit A should have excluded the hangar.
2. Will consideration be given for additional parking?
Existing parking should be sufficient if proposed use for development is aircraft storage. If proposed use is commercial, the respondent should include additional parking per the City of San Marcos building code.
3. Will more RFPs be published in the near future?
Yes, two additional development RFPs will be published in the next two weeks.
4. Does the respondent have to bid on both pad sites?
No. However, more points may be awarded if the respondent proposes development of both sites.
5. Should the proposed development be for aircraft storage only or are commercial activities allowed?
Either use may be proposed. For commercial operations, please keep potential other considerations in mind, like vehicle parking.
6. Is the lease negotiable?
Yes, some terms are negotiable. All terms will require approval from the City of San Marcos legal department and City Council.
7. Is smoking on airport property allowed?
Per the City ordinances, smoking is not allowed inside any building or within 10 feet of a building.

Additional Q&A
1. Will the selected RFP respondent be prevented from answering/competing for future RFPs?
No.
2. Can the hangars be sold or only leased?
Hangars can be sold, however, issues may arise with connected hangars sold to different owners due to shared common walls and roof. A proposed way to handle these issues should be proposed in the response.
3. Can the lease be sublet?
The City’s standard lease documents allow for subleasing with City approval.
